Can you climb Mount Śnieżka in winter?

Yes, but only in good conditions and with the right equipment: microspikes or crampons, warm clothing and a charged phone. In winter some trails are closed (including the one via Kocioł Łomniczki), and on the ridge there can be strong wind, ice and poor visibility. The climb usually takes longer than in summer — check the KPN announcements before you set off.
