Do you need two tickets for Chojnik Castle?

Yes. Chojnik hill lies in Karkonosze National Park, so you need a KPN entry ticket (ticket booth in Sobieszów), plus a separate castle ticket on the castle grounds. The castle is open all year round; in winter (November–March) it is open 10:00–16:00, except on Mondays.
